Ghana Link Dismisses Claims Linking ICUMS to Fuel Supply Disruptions

Ghana Link Network Services Ltd has strongly refuted claims circulating in sections of the traditional and social media suggesting that the Integrated Customs Management System (ICUMS) was responsible for disruptions in the lifting and distribution of petroleum products across the country.
In a statement issued on Monday, the company described the allegations as false, misleading and wholly without basis, insisting that the ICUMS platform has remained fully operational and continued to process transactions without interruption.
The statement follows reports attributed to Star Oil Company Ltd alleging that the ICUMS platform had been down since Friday, March 6, 2026, preventing Oil Marketing Companies (OMCs) from lifting petroleum products for distribution to their filling stations.
However, Ghana Link maintained that at no point during the stated period did the platform experience any outage of the nature being alleged.
“The ICUMS platform has remained fully operational, including throughout the period referenced in the said statement. Stakeholders have continued to process transactions and undertake their respective functions on the platform without interruption,” the company said.
According to Ghana Link, internal monitoring and subsequent stakeholder engagement prompted the company to reach out to the National Petroleum Authority (NPA) to ascertain the facts surrounding the claims.
The company explained that checks conducted revealed that the operational challenge referenced in the reports did not originate from ICUMS, but rather from the Enterprise Relational Database Management System (ERDMS) used by the NPA.
Ghana Link expressed disappointment over what it described as the publication of unsubstantiated allegations, warning that such claims could misinform the public and unfairly cast doubt on the integrity and reliability of a critical national trade facilitation platform.
The company has therefore called on Star Oil to immediately withdraw the statement and issue an unqualified public apology for placing what it describes as false and misleading information into the public domain.
Ghana Link further reaffirmed its commitment to maintaining the highest standards of operational reliability, transparency and stakeholder support in the delivery of the ICUMS platform.
The ICUMS platform plays a central role in Ghana’s customs and trade facilitation system, supporting the processing of import and export documentation as well as transactions involving several government and private sector stakeholders.
The company emphasized that maintaining public confidence in the platform remains crucial to ensuring seamless trade operations and efficient coordination between regulatory authorities and industry players.
